How it Works

Building the Bridge

The Bridge to Care Fund exists to increase access to mental health care for Vermonters by supporting both counselors and clients. Here’s how our system operates from start to finish:


Getting on the Counselor Registry

Counselors who are either:

  • Master’s level, pre-licensed clinicians working under supervision, or
  • Clinical supervisors currently supervising at least one pre-licensed clinician

may apply to join our approved provider registry.
We verify active practice in Vermont, professional liability coverage, and good standing with Vermont’s Office of Professional Regulation (OPR).
Once approved, counselors can serve clients whose care is supported by Bridge to Care Fund grants.


Client Grant Application

Vermonters who need counseling but struggle to afford it can apply for funding through our secure online application. Applicants must already be seeing a provider on our approved counselor list or be ready to begin services with one. Applications are reviewed quarterly.


Eligibility

To be eligible, applicants must:

  • Live in Vermont
  • Be uninsured or under-insured (e.g., high-deductible plans that limit access to care)
  • Have financial need as defined in the application
  • Be working with, or ready to work with, a counselor registered with the Fund

Our staff uses a standardized eligibility rubric to ensure fairness, equity, and consistent decisions.


How the Money Is Distributed

When a client is approved for a grant:

  • A specific grant amount is allocated to the recipient.
  • The counselor bills the Fund directly after each session using a simple claim form
  • Payments are sent straight to the counselor
  • The client receives therapy without having to manage or handle the payment process

This ensures funding is used solely for counseling services while removing financial barriers at the point of care.


Where the Money Comes From

The Bridge to Care Fund is powered by:

  • Donations from generous community members
  • Monthly sustaining gifts
  • Major and planned gifts, including estate contributions
  • Community fundraisers and partnerships
  • Occasional private grants or sponsorships

Every dollar contributed goes toward direct client care and the systems that make this support possible.
